class=\"wp-block-paragraph\">\u6b27\u5dde\u96fb\u6c17\u901a\u4fe1\u6a19\u6e96\u5316\u6a5f\u69cb\uff08ETSI\uff09\u304cEU\u5168\u57df\u3067\u5408\u6cd5\u7684\u306a\u508d\u53d7\u306e\u305f\u3081\u306e\u6280\u8853\u7684\u306a\u30d9\u30fc\u30b9\u30e9\u30a4\u30f3\u3092\u63d0\u4f9b\u3059\u308b\u4e00\u65b9\u3067\u3001\u30aa\u30e9\u30f3\u30c0\u306e\u5b9f\u88c5\u306f\u3001\u6e96\u5099\u306e\u6574\u3063\u3066\u3044\u306a\u3044\u4e8b\u696d\u8005\u3092\u6cb9\u65ad\u3055\u305b\u308b\u53ef\u80fd\u6027\u306e\u3042\u308b\u56fd\u5225\u306e\u7279\u6b8a\u6027\u3092\u91cd\u306d\u3066\u3044\u308b\u3002Besluit Werkwijze Nummerportabiliteit en Interceptie (BWNI)\u304b\u3089Nederlands Bureau voor Interceptie en Persoonsgegevens (NBIP)\u306e\u904b\u7528\u4e0a\u306e\u5f79\u5272\u306b\u81f3\u308b\u307e\u3067\u3001\u30aa\u30e9\u30f3\u30c0\u306eLI\u30b3\u30f3\u30d7\u30e9\u30a4\u30a2\u30f3\u30b9\u306b\u306f\u6cd5\u7684\u5074\u9762\u3068\u6280\u8853\u7684\u5074\u9762\u306e\u4e21\u65b9\u304c\u542b\u307e\u308c\u3066\u304a\u308a\u3001\u5e02\u5834\u53c2\u5165\u6226\u7565\u306e\u521d\u671f\u6bb5\u968e\u3067\u5bfe\u51e6\u3059\u308b\u5fc5\u8981\u304c\u3042\u308a\u307e\u3059\u3002.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">\u30aa\u30e9\u30f3\u30c0\u306e\u5408\u6cd5\u7684\u508d\u53d7\u6cd5\u5f8b\u8ca1\u56e3<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">\u30aa\u30e9\u30f3\u30c0\u306b\u304a\u3051\u308b\u5408\u6cd5\u7684\u306a\u508d\u53d7\u306e\u6cd5\u7684\u6839\u62e0\u306f\u4e3b\u306b Telecommunicatiewet\uff08\u96fb\u6c17\u901a\u4fe1\u6cd5\uff09\u306b\u3042\u308a\u3001\u3053\u308c\u306f EU \u6307\u4ee4\u3092\u30aa\u30e9\u30f3\u30c0\u6cd5\u306b\u79fb\u7ba1\u3057\u305f\u3082\u306e\u3067\u3042\u308b\u3002\u540c\u6cd5\u306f\u3001\u516c\u5171\u306e\u96fb\u5b50\u901a\u4fe1\u30cd\u30c3\u30c8\u30ef\u30fc\u30af\u304a\u3088\u3073\u30b5\u30fc\u30d3\u30b9\u3092\u63d0\u4f9b\u3059\u308b\u3059\u3079\u3066\u306e\u30d7\u30ed\u30d0\u30a4\u30c0\u30fc\u306f\u3001\u5be9\u67fb\u5224\u4e8b\uff08rechter-commissaris\uff09\u307e\u305f\u306f\u7dca\u6025\u306e\u5834\u5408\u306b\u306f\u691c\u5bdf\u5b98\u306b\u3088\u3063\u3066\u767a\u884c\u3055\u308c\u305f\u6709\u52b9\u306a\u4ee4\u72b6\u304c\u63d0\u793a\u3055\u308c\u305f\u5834\u5408\u3001\u5408\u6cd5\u7684\u306a\u508d\u53d7\u3092\u5b9f\u65bd\u3067\u304d\u306a\u3051\u308c\u3070\u306a\u3089\u306a\u3044\u3068\u7fa9\u52d9\u4ed8\u3051\u3066\u3044\u307e\u3059\u3002.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u91cd\u8981\u306a\u306e\u306f\u3001\u3053\u306e\u7fa9\u52d9\u306f\u30aa\u30e9\u30f3\u30c0\u3067\u516c\u5171\u901a\u4fe1\u30b5\u30fc\u30d3\u30b9\u3092\u63d0\u4f9b\u3059\u308b\u3059\u3079\u3066\u306e\u4e8b\u696d\u8005\u306b\u9069\u7528\u3055\u308c\u308b\u3068\u3044\u3046\u3053\u3068\u3067\u3042\u308b\u3002\u3053\u308c\u306b\u306f\u3001MVNO\u3001\u518d\u8ca9\u696d\u8005\u3001\u305d\u3057\u3066\u30aa\u30e9\u30f3\u30c0\u306e\u6cd5\u5f8b\u3067\u30b5\u30fc\u30d3\u30b9\u304c\u3069\u306e\u3088\u3046\u306b\u5206\u985e\u3055\u308c\u308b\u304b\u306b\u5fdc\u3058\u3066\u7279\u5b9a\u306eOTT\u30d7\u30ed\u30d0\u30a4\u30c0\u30fc\u3082\u660e\u78ba\u306b\u542b\u307e\u308c\u307e\u3059\u3002\u30aa\u30e9\u30f3\u30c0\u306e\u96fb\u8a71\u756a\u53f7\u307e\u305f\u306f\u30aa\u30e9\u30f3\u30c0\u306e\u30cd\u30c3\u30c8\u30ef\u30fc\u30af\u3092\u4ecb\u3057\u3066\u30e6\u30fc\u30b6\u30fc\u304c\u901a\u4fe1\u3092\u958b\u59cb\u307e\u305f\u306f\u53d7\u4fe1\u3067\u304d\u308b\u30b5\u30fc\u30d3\u30b9\u3067\u3042\u308c\u3070\u3001\u307b\u307c\u9593\u9055\u3044\u306a\u304f\u9069\u7528\u7bc4\u56f2\u5185\u3067\u3059\u3002.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">BWNI\u306f\u3001\u901a\u4fe1\u508d\u53d7\u306e\u6280\u8853\u7684\u30fb\u624b\u7d9a\u304d\u7684\u8981\u4ef6\u3092\u898f\u5b9a\u3057\u305f\u65bd\u884c\u4ee4\u3067\u3042\u308b\u3002\u508d\u53d7\u306e\u5b9f\u65bd\u65b9\u6cd5\u3001\u914d\u4fe1\u30c7\u30fc\u30bf\u306e\u5f62\u5f0f\u3001\u5408\u6cd5\u7684\u306a\u8981\u6c42\u306b\u5bfe\u3057\u3066\u4e8b\u696d\u8005\u304c\u56de\u7b54\u3057\u306a\u3051\u308c\u3070\u306a\u3089\u306a\u3044\u671f\u9650\u306a\u3069\u3001\u4e8b\u696d\u8005\u306e\u7fa9\u52d9\u304c\u8a73\u7d30\u306b\u898f\u5b9a\u3055\u308c\u3066\u3044\u307e\u3059\u3002\u30aa\u30e9\u30f3\u30c0\u5e02\u5834\u5411\u3051\u306bLI\u6a5f\u80fd\u3092\u69cb\u7bc9\u307e\u305f\u306f\u8abf\u9054\u3059\u308b\u4e8b\u696d\u8005\u306b\u3068\u3063\u3066\u3001\u6700\u3082\u91cd\u8981\u306a\u898f\u5236\u6587\u66f8\u3067\u3042\u308b\u3002.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">BWNI\u306e\u8a73\u7d30<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">BWNI\u306f\u3001\u508d\u53d7\u306e\u5b9f\u884c\u65b9\u6cd5\u306b\u95a2\u3059\u308b\u904b\u7528\u4e0a\u306e\u67a0\u7d44\u307f\u3092\u5b9a\u3081\u3066\u3044\u308b\u3002\u305d\u306e\u4e3b\u8981\u306a\u6761\u9805\u306e\u4e2d\u3067\u3001\u4e8b\u696d\u8005\u306f\u5b9a\u3081\u3089\u308c\u305f\u6642\u9593\u67a0\u5185\uff08\u901a\u5e38\u306f\u6709\u52b9\u306a\u4ee4\u72b6\u3092\u53d7\u3051\u53d6\u3063\u3066\u304b\u3089\u6570\u6642\u9593\u4ee5\u5185\uff09\u306b\u508d\u53d7\u3092\u767a\u52d5\u3067\u304d\u306a\u3051\u308c\u3070\u306a\u3089\u306a\u3044\u3068\u5b9a\u3081\u3066\u3044\u308b\u3002MVNO\u306b\u3068\u3063\u3066\u3001\u3053\u306e\u3053\u3068\u306f\u3001\u508d\u53d7\u3092\u30db\u30b9\u30c8MNO\u306e\u307f\u306b\u4f9d\u5b58\u3059\u308b\u3053\u3068\u306f\u3001\u6b63\u5f0f\u306a\u5951\u7d04\u304c\u7de0\u7d50\u3055\u308c\u3001\u6280\u8853\u7684\u306b\u691c\u8a3c\u3055\u308c\u3066\u3044\u306a\u3044\u9650\u308a\u3001\u5b9f\u884c\u53ef\u80fd\u306a\u9577\u671f\u7684\u6226\u7565\u3067\u306f\u306a\u3044\u3053\u3068\u3092\u610f\u5473\u3059\u308b\u3002.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The decree distinguishes between content of communication (CC) and intercept-related information (IRI). Both must be delivered to the competent authorities in a format that complies with ETSI standards, specifically through the HI2 and HI3 <a href=\"https:\/\/ic-services.io\/ja\/%e8%a3%bd%e5%93%81\/%e3%82%bd%e3%83%95%e3%83%88%e3%82%a6%e3%82%a7%e3%82%a2%e3%83%bb%e3%82%bd%e3%83%aa%e3%83%a5%e3%83%bc%e3%82%b7%e3%83%a7%e3%83%b3\/li%e3%83%a1%e3%83%87%e3%82%a3%e3%82%a8%e3%83%bc%e3%82%b7%e3%83%a7%e3%83%b3%e3%83%bb%e3%83%97%e3%83%a9%e3%83%83%e3%83%88%e3%83%95%e3%82%a9%e3%83%bc%e3%83%a0\/\">\u5f15\u304d\u7d99\u304e\u30a4\u30f3\u30bf\u30fc\u30d5\u30a7\u30fc\u30b9<\/a>. The BWNI also specifies requirements around data integrity, ensuring that intercepted material has not been altered during collection or transmission.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">One aspect that operators frequently underestimate is the BWNI&#8217;s requirement for confidentiality. Not only must the existence of an intercept remain secret from the target, but the operator must also limit internal knowledge of the intercept to the absolute minimum number of personnel required to execute it. This has direct implications for how <a href=\"https:\/\/ic-services.io\/ja\/%e3%82%b5%e3%83%bc%e3%83%93%e3%82%b9\/%e3%83%9e%e3%83%8d%e3%83%bc%e3%82%b8%e3%83%89%e3%83%bb%e3%83%aa%e3%83%bb%e3%82%aa%e3%83%9a%e3%83%ac%e3%83%bc%e3%82%b7%e3%83%a7%e3%83%b3%e3%82%ba\/\">LI\u306e\u904b\u7528<\/a> are staffed and how access controls are implemented within your organisation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The BWNI also addresses <a href=\"https:\/\/ic-services.io\/ja\/%e3%82%bd%e3%83%aa%e3%83%a5%e3%83%bc%e3%82%b7%e3%83%a7%e3%83%b3\/%e3%83%87%e3%83%bc%e3%82%bf%e4%bf%9d%e6%8c%81\/\">\u30c7\u30fc\u30bf\u4fdd\u6301<\/a> in the context of interception, requiring operators to retain certain metadata for the period specified by law. While the Netherlands has had a complex history with data retention legislation \u2014 the Dutch Data Retention Act was struck down by the courts in 2015 \u2014 operators must still comply with retention obligations that arise specifically in the context of an active intercept warrant.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">NBIP\u306e\u5f79\u5272<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">NBIP\uff08Nederlands Bureau voor Interceptie en Persoonsgegevens\uff09\u306f\u3001\u30aa\u30e9\u30f3\u30c0\u306b\u304a\u3051\u308b\u4e8b\u696d\u8005\u3068\u6cd5\u57f7\u884c\u6a5f\u95a2\u306e\u9593\u306e\u4e2d\u592e\u6280\u8853\u30a4\u30f3\u30bf\u30fc\u30d5\u30a7\u30a4\u30b9\u3068\u3057\u3066\u6a5f\u80fd\u3057\u3066\u3044\u308b\u3002\u4e8b\u696d\u8005\u304c\u8907\u6570\u306e\u6cd5\u57f7\u884c\u6a5f\u95a2\u3068\u76f4\u63a5\u53d6\u5f15\u3057\u306a\u3051\u308c\u3070\u306a\u3089\u306a\u3044\u6b27\u5dde\u306e\u4e00\u90e8\u306e\u56fd\u3068\u306f\u7570\u306a\u308a\u3001\u30aa\u30e9\u30f3\u30c0\u306e\u30e2\u30c7\u30eb\u306fNBIP\u3092\u901a\u3058\u3066\u6280\u8853\u7684\u306a\u5f15\u7d99\u304e\u3092\u4e00\u5143\u5316\u3057\u3066\u3044\u307e\u3059\u3002\u3053\u306e\u305f\u3081\u3001\u4e8b\u696d\u8005\u306e\u6280\u8853\u7684\u7fa9\u52d9\u306f\u7c21\u7d20\u5316\u3055\u308c\u308b\u9762\u3082\u3042\u308b\u304c\u3001NBIP\u306e\u7279\u5b9a\u306e\u6280\u8853\u8981\u4ef6\u3092\u9075\u5b88\u3059\u308b\u3053\u3068\u306f\u8b72\u308c\u306a\u3044\u3068\u3044\u3046\u3053\u3068\u3067\u3082\u3042\u308b\u3002.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The NBIP operates the infrastructure that receives intercepted communications from operators. Operators must establish secure connections to the NBIP&#8217;s systems and deliver intercepted data in the required format. The bureau also plays a role in testing and certifying an operator&#8217;s <a href=\"https:\/\/ic-services.io\/ja\/%e3%82%bd%e3%83%aa%e3%83%a5%e3%83%bc%e3%82%b7%e3%83%a7%e3%83%b3\/%e5%90%88%e6%b3%95%e7%9a%84%e3%81%aa%e5%82%8d%e5%8f%97\/\">\u508d\u53d7\u80fd\u529b<\/a>. Before going live, operators must demonstrate \u2014 through a formal testing process \u2014 that their systems can correctly identify, intercept, and deliver both CC and IRI for a target identified by various selectors, including telephone numbers, IMSI, IMEI, and IP addresses.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">MVNO\u306b\u3068\u3063\u3066\u3001NBIP\u3068\u306e\u95a2\u4fc2\u306f\u7279\u306b\u91cd\u8981\u3067\u3042\u308b\u3002\u30db\u30b9\u30c8MNO\u304c\u30cd\u30c3\u30c8\u30ef\u30fc\u30af\u904b\u7528\u306e\u3042\u308b\u5074\u9762\u3092\u6271\u3046\u3068\u3057\u3066\u3082\u3001NBIP\u306f\u30e9\u30a4\u30bb\u30f3\u30b9\u3092\u53d7\u3051\u305f\u5404\u4e8b\u696d\u8005\u304c\u5b9a\u7fa9\u3055\u308c\u30c6\u30b9\u30c8\u3055\u308c\u305f\u80fd\u529b\u3092\u6301\u3064\u3053\u3068\u3092\u671f\u5f85\u3057\u3066\u3044\u308b\u3002MNO\u306e\u30d1\u30fc\u30c8\u30ca\u30fc\u304c\u508d\u53d7\u3092\u51e6\u7406\u3059\u308b\u3068\u8ff0\u3079\u308b\u3060\u3051\u3067\u306f\u3001NBIP\u306e\u57fa\u6e96\u3092\u6e80\u305f\u3059\u660e\u78ba\u306a\u5951\u7d04\u4e0a\u306e\u3001\u305d\u3057\u3066\u6280\u8853\u7684\u306b\u691c\u8a3c\u3055\u308c\u305f\u53d6\u308a\u6c7a\u3081\u3092\u8a3c\u660e\u3067\u304d\u306a\u3044\u9650\u308a\u4e0d\u5341\u5206\u3067\u3059\u3002.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">\u30aa\u30e9\u30f3\u30c0\u5e02\u5834\u306b\u304a\u3051\u308bMVNO\u7279\u6709\u306e\u8ab2\u984c<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">\u30aa\u30e9\u30f3\u30c0\u306eMVNO\u306f\u3001LI\u30b3\u30f3\u30d7\u30e9\u30a4\u30a2\u30f3\u30b9\u306b\u95a2\u3057\u3066\u30e6\u30cb\u30fc\u30af\u306a\u8ab2\u984c\u306b\u76f4\u9762\u3057\u3066\u3044\u308b\u3002\u30aa\u30e9\u30f3\u30c0\u306e\u898f\u5236\u5f53\u5c40\u3067\u3042\u308bAutoriteit Consument en Markt (ACM)\u306f\u3001\u96fb\u6c17\u901a\u4fe1\u30b5\u30fc\u30d3\u30b9\u3092\u63d0\u4f9b\u3059\u308b\u305f\u3081\u306e\u767b\u9332\u3092\u4fdd\u6301\u3059\u308b\u3053\u3068\u306f\u3001\u508d\u53d7\u7fa9\u52d9\u306e\u5168\u91cd\u91cf\u3092\u4f34\u3046\u3053\u3068\u3092\u660e\u78ba\u306b\u3057\u3066\u3044\u308b\u3002\u4eee\u60f3\u4e8b\u696d\u8005\u306b\u306f\u3001\u3088\u308a\u8efd\u3044\u30bf\u30c3\u30c1\u306e\u5236\u5ea6\u306f\u306a\u3044\u3002.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u6700\u521d\u306e\u8ab2\u984c\u306f\u3001\u30a2\u30fc\u30ad\u30c6\u30af\u30c1\u30e3\u3067\u3042\u308b\u3002\u307b\u3068\u3093\u3069\u306eMVNO\u306f\u3001\u30db\u30b9\u30c8MNO\u306e\u7121\u7dda\u30a2\u30af\u30bb\u30b9\u3084\u3001\u591a\u304f\u306e\u5834\u5408\u30b3\u30a2\u30cd\u30c3\u30c8\u30ef\u30fc\u30af\u306e\u30a4\u30f3\u30d5\u30e9\u3092\u5229\u7528\u3057\u3066\u904b\u55b6\u3055\u308c\u3066\u3044\u308b\u3002\u3064\u307e\u308a\u3001\u508d\u53d7\u3092\u5b9f\u884c\u3059\u308b\u6280\u8853\u7684\u80fd\u529b\u306f\u3001MVNO\u3067\u306f\u306a\u304fMNO\u306b\u3042\u308b\u53ef\u80fd\u6027\u304c\u3042\u308b\u3002\u3057\u304b\u3057\u3001\u6cd5\u7684\u7fa9\u52d9\u306fMVNO\u306b\u3042\u308b\u3002\u3053\u306e\u305f\u3081\u3001\u5951\u7d04\u4e0a\u306e\u53d6\u308a\u6c7a\u3081\u3084\u6280\u8853\u7684\u306a\u30a4\u30f3\u30bf\u30fc\u30d5\u30a7\u30fc\u30b9\u3001\u3042\u308b\u3044\u306fMVNO\u304c\u72ec\u81ea\u306e\u8abf\u505c\u30b7\u30b9\u30c6\u30e0\u3084LI\u7ba1\u7406\u30b7\u30b9\u30c6\u30e0\u3092\u5c0e\u5165\u3059\u308b\u3053\u3068\u3067\u30ae\u30e3\u30c3\u30d7\u3092\u57cb\u3081\u308b\u5fc5\u8981\u304c\u3042\u308a\u307e\u3059\u3002.<\/p>\n\n\n\n<p
