Lawful interception appliances are dedicated hardware units with pre-integrated LI software that capture, mediate and hand over intercepted traffic. ICS builds its lawful interception appliances for plug-and-play deployment in short-term operations, legacy migrations and specialized scenarios. They are easy to deploy, operate and remove, and they scale with the task.

When do lawful interception appliances make sense?
Permanent interception infrastructure is not always practical. Some situations call for a self-contained unit that works from day one and leaves no footprint.
- Short-term operations: ad-hoc orders, temporary projects and temporary networks.
- Pilot networks and market entry: new services that must be interception-ready before permanent LI is in place.
- Legacy migrations: PSTN and ISDN networks moving to SIP, where interception must continue throughout.
- Specialized scenarios: network segments or sites where a full LI stack is not economical.
In Germany, the TKÜV exempts operators of systems with no more than 10,000 connected users from keeping permanent interception facilities. The exemption does not remove the duty to implement a lawful order when one arrives. A temporary appliance is a typical answer.

How does an appliance deployment work?

Assess
ICS reviews the network, the services in scope and the legal requirements.

What are lawful interception appliances?
Lawful interception appliances are dedicated hardware units with pre-integrated interception software. They capture the traffic of targets named in a legal order, mediate it and hand it over securely to law enforcement. ICS offers a temporary lawful interception box for VoIP, IP and messaging, and a PSTN/ISDN to SIP converter for legacy voice networks.
When is a temporary LI box better than a permanent system?
A temporary box is often the better choice when interception is needed quickly, for a limited time or on a small network. Examples are pilot networks, market entry, migrations and ad-hoc orders. Permanent infrastructure suits ongoing interception across a large network. The box can also extend an existing LI setup.
Do small operators in Germany need interception capability?
Under the TKÜV, operators of systems with no more than 10,000 connected users do not have to keep permanent interception facilities. They must still implement lawful interception orders when they receive them. A temporary box from ICS, planned in advance, can be activated quickly when an order arrives and removed once it ends.
What does the PSTN/ISDN to SIP converter do?
The converter bridges legacy circuit-switched PSTN and ISDN connections to SIP. It transforms signaling and media into SIP, so interception platforms can capture voice and multimedia sessions as VoIP per ETSI TS 102 232-5. Operators can keep intercepting while they migrate to IP voice.
Can ICS appliances connect to existing LI systems?
Yes. ICS appliances run standalone or as an extension of an existing lawful interception setup. ICS tailors protocols, capacity and integration with mediation platforms, management systems and agency interfaces. Operators can add capacity or cover a new network segment without replacing what already works.
