ICS LIMS
ICS LIMS: Lawful Interception Management System
Manage all lawful interception and disclosure activities from one secure platform, from warrant intake to the delivery of IRI and CC to law enforcement monitoring facilities.

A lawful interception management system (LIMS) is the central control platform an operator uses to manage interception orders and disclosure requests. It registers warrants, provisions targets in the network and supervises delivery to agencies. ICS LIMS covers this process from warrant intake to the delivery of IRI and CC to law enforcement monitoring facilities (LEMFs).
Key facts
- One platform for all LI and disclosure activities across networks, services and countries.
- X1 towards the network based on ETSI TS 103 221-1, HI1 towards agencies based on ETSI TS 103 120.
- German ESB support for electronic information requests from authorities.
- Services: telephony, broadband, VoIP, IMS, 5G and OTT.
- Security: role-based access control, separation of duties and complete audit trails.
- Deployment: virtualization- and cloud-ready, scaling from small operators to multinational groups.
What does a lawful interception management system do?
Every interception starts with a legal order. Someone has to check it, record it, activate it in the right network elements and end it on time. A lawful interception management system automates these steps and documents each one.
ICS LIMS orchestrates mediation devices, network elements and handover interfaces from one place. It supports national and international handover formats. It integrates with existing LI, data retention and compliance infrastructure, so operators do not need to replace working components.
In 3GPP terms, the LIMS performs the administration function. It is the single point where warrants become technical configuration, and where every change is logged.
Core capabilities
01
Warrant and case management
Register orders, record legal basis and deadlines, route them through approval and track their status until deactivation.
02
Target provisioning via X1
Activate, modify and deactivate targets on network elements and mediation functions using ETSI TS 103 221-1. Automated consistency checks detect drift.
03
HI1 and ESB integration
Receive and acknowledge orders electronically via ETSI TS 103 120. In Germany, handle information requests through the ESB.
04
Multi-vendor mediation control
Consolidate mediation devices from different vendors under one management layer, with one view of all active interceptions.
05
Audit and separation of duties
Role-based access control, configurable approval steps and complete audit trails support internal controls and regulatory audits.
06
National profiles
Map national law and LEA-specific requirements onto workflows, for example § 170 TKG, the TKÜV and the TR TKÜV in Germany.
Which interfaces does ICS LIMS use?
The LIMS sits between agencies and the network. It uses standardized interfaces in both directions.
- HI1 (ETSI TS 103 120): electronic exchange of warrants and related messages with agencies.
- German ESB: the electronic interface for information requests from German authorities.
- X1 (ETSI TS 103 221-1): provisioning of targets on network elements and mediation functions.
- Mediation control: supervision of X2/X3 collection and HI2/HI3 delivery by the LI Mediation Platform.
- 3GPP LI: TS 33.106/33.107/33.108 for networks up to 4G and IMS, TS 33.126/33.127/33.128 for 5G.
- APIs: integration with OSS/BSS, ticketing and compliance systems.

How does a warrant flow through the LIMS?
1
Intake
The order arrives via HI1 or a manual channel, such as a written order by fax, and is registered with its LIID, legal basis and validity period.
2
Review and approval
Authorized staff check the order. Approval steps enforce separation of duties.
3
Provisioning
The LIMS activates the target on the relevant network elements and mediation functions via X1.
4
Delivery supervision
The mediation layer delivers IRI and CC to the LEMF, and the LIMS monitors the status.
5
Changes and extensions
Modifications and renewals are applied and logged against the same case.
6
Deactivation and reporting
The target is removed on time, consistency is checked and the audit record is closed.
Key functions of a lawful interception management system

Use cases
01
Multi-network, multi-service interception
Groups with fixed, mobile, VoIP and OTT services in several countries manage all interceptions from one system, while each country keeps its own profile.
02
Compliance and auditability
Separation of duties, role-based access and complete audit trails show regulators who did what, when and on which legal basis.
03
Consolidation of legacy mediation
Operators with mediation devices from several vendors bring them under one control layer and reduce manual provisioning.
Who is ICS LIMS for?
ICS LIMS serves network operators, ISPs and service providers of every size. Small operators get a structured process without building one from scratch. Multinational groups get one lawful interception management system for many networks and jurisdictions.
The system supports telephony, broadband, VoIP, IMS, 5G and OTT services. It follows ETSI and 3GPP specifications and adds national profiles and LEA-specific requirements where needed.

Frequently Asked Questions
What is a lawful interception management system?
A lawful interception management system (LIMS) is the operator’s central platform for interception orders. It registers warrants, provisions targets in network elements via X1 and supervises the delivery of intercepted data to agencies. It also records every action in an audit trail. In 3GPP terminology it performs the administration function of the LI architecture.
What is the difference between a LIMS and a mediation platform?
The LIMS manages orders and configuration. The mediation platform processes the actual intercepted traffic. It collects data from network elements via X2/X3, filters and formats it, and delivers it to agencies via HI2/HI3. ICS offers both products. They work together, but the LIMS can also control mediation devices from other vendors.
Does ICS LIMS support ETSI TS 103 120?
Yes. ICS LIMS supports HI1 based on ETSI TS 103 120 for the electronic exchange of warrants with agencies. Towards the network it uses X1 based on ETSI TS 103 221-1. In Germany, the system also supports the ESB for electronic information requests. Manual intake remains available for orders that arrive through other channels.
Can ICS LIMS manage several countries?
Yes. The system scales from small operators to multinational groups. Each country can have its own handover profile, workflows and user roles. Central teams keep an overview, while local teams handle national orders. This supports groups that must meet different national laws with one lawful interception management system.
How does ICS LIMS support audits?
Every action is logged with user, time and case reference. Role-based access control and approval workflows enforce separation of duties. Reports show active interceptions, changes and deactivations. This gives operators the evidence they need for internal controls and for regulatory checks, such as acceptance procedures by the BNetzA in Germany.
Can ICS LIMS run in a virtualized or cloud environment?
Yes. ICS LIMS is virtualization- and cloud-ready and can also run on dedicated hardware. The right option depends on your security requirements and national rules. Our engineers plan the deployment, integrate the system with your network and support acceptance testing. Training and 24/7 support are available after go-live.
