How do ICS lawful interception solutions fit together?
ICS solutions are modular. You can start with one component and add others as obligations grow.

- Agency side: the ICS LEMF and DPI.
- Internal interfaces: X1/X2/X3 per ETSI TS 103 221-1/-2.
- Handover interfaces: HI1 per ETSI TS 103 120, IP handover per ETSI TS 102 232 and retained data per ETSI TS 102 657.
Messaging over HTTP/XML follows ETSI TS 103 707, and vehicle data requests are based on ETSI TR 103 854. For 5G, 3GPP TS 33.126, 33.127 and 33.128 apply.
What changed with e-Evidence?
Regulation (EU) 2023/1543 has applied since 18 August 2026. Providers must answer a European Production Order (EPOC) within 10 days, or 8 hours in emergencies. A European Preservation Order (EPOC-PR) requires preservation for 60 days, extendable by 30 days.
Orders are exchanged via a decentralized IT system based on e-CODEX. Penalties reach up to 2 % of worldwide annual turnover. See our Conformità alle prove elettroniche solution.

What are lawful interception solutions?
Lawful interception solutions are systems and services that let telecom providers carry out legally ordered interception and deliver the results to authorities. They include order management, mediation and standard handover interfaces. ICS extends this to data retention, e-Evidence, law enforcement monitoring and deep packet inspection, so operators and agencies can meet their obligations with one partner.
Which standards do ICS solutions follow?
ICS solutions align with ETSI and 3GPP specifications and national requirements. Key ETSI standards include TS 102 232 for IP handover, TS 102 657 for retained data, TS 103 707 for messaging and TR 103 854 for vehicle data. For 5G, the 3GPP LI specifications TS 33.126, 33.127 and 33.128 apply. German requirements follow the TKÜV and TR TKÜV.
Are ICS solutions accepted by the BNetzA?
ICS interception solutions have received multiple BNetzA acceptances. The Federal Network Agency does not certify companies or products. It checks whether an operator’s interception setup meets the requirements of the TKÜV and TR TKÜV. ICS brings experience from these acceptance procedures to each new project and supports customers through them.
What is the difference between quick freeze and IP address retention?
Quick freeze preserves existing traffic data after an individual order, for up to three months with possible court extension. IP address retention would require internet access providers to store IP assignments for all connections for three months. Both are planned under §§ 176 and 177 TKG-E in the draft BT-Drs. 21/6581, which is still in parliament.
Does ICS also serve law enforcement agencies?
Yes. Besides operator-side solutions, ICS offers a law enforcement monitoring solution for receiving and analyzing intercepted data, and deep packet inspection for agencies. ICS staff are security-cleared by the German Federal Ministry of the Interior and may handle classified information. This lets ICS work with agencies and regulators as well as with operators.
